Can we seed clouds to help create rain?

Bob, cloud seeding has been tried for years, but the success rate is not very high. Silver iodine or dry ice is dropped out of planes and is supposed to allow water droplets or ice crystals to form more easily. Cloud droplets are very small, however, and it may take a great deal of those droplets to create a single raindrop.
