If warm water makes a hurricane stronger, why don't they just drop dry ice in front of it to make it weaker?

It has been considered in the past. The big problem is, well, big. Tropical storms and hurricanes cover a large area, and because of currents, the temperature of the water would be difficult to dramatically change.
