RIVIERA BEACH -- A South Florida judge ruled a city law banning baggy pants is unconstitutional.
The ruling stemmed from the case of a teenager who spent a night in jail for having his underwear exposed.
Authorities charged Julius Hart, 17, a week ago, when an officer spotted him riding his bicycle with 4 to 5 inches of his boxer shorts sticking out of his pants.
In Riviera Beach, a first offense for sagging pants carries a $150 fine, or a requirement of community service.
