Man Charged With Murder After Girlfriend's Car Plunges Into Canal

A woman is dead and two others seriously injured after a car crashed and plunged into the Melbourne-Tillman Canal in Palm Bay.

PALM BAY -- A 19-year-old man is charged with murder for causing a crash that killed his girlfriend.

Palm Bay police said James Foy got into a "very heated argument" with Elizabeth Logsdon Elias, 28, just before the crash, and was "directly responsible for causing the vehicle to go out of control."

It happened at the Melbourne-Tillman Canal just before 8 a.m. Saturday.

Police said Elias lost control, crashed into the canal, and went underwater.    
 
Officer Sam Ivey was first on the scene, and jumped in to try and save Elias.  

"Hectic, a lot of cars, a lot of people. No one seem to know what was going on or what to do," said Ivey.

Foy was also charged with marijuana possession and a probation violation.

Tiana Crisman, 21, who was a passenger in the car, was hospitalized with serious injuries.
