The mother of a man who was tasered three times by deputies told News 13 that he has a brain condition preventing him from reacting quickly to police.

Exclusive video obtained by News 13 that was recorded by witness Charlie Berichi on his Palm Pilot shows Brandon Skokel being shocked by a taser three times around 2:30 a.m. Wednesday in the parking lot outside an Orange County bar called The Knights Library.

Orange County deputies told News 13 that they feared for their lives and were dealing with a man who was drunk, obnoxious and completely ignoring the deputies' demands.

However, the mother of Skokel, 21, told News 13 that her son has a brain condition that slows his train of thought. She also said the video proves he was never a threat to police because he is not seen charging at police or hitting them.

Skokel was released on bail. He has been charged with battery on a law enforcement officer with violence among other charges.

The sheriff's office said the deputy is not under investigation.
