Mount Dora city leaders have given the initial thumbs up to a controversial ordinance banning dog barking.
It amends a noise ordinance already on the books and would fine dog owners if their animals make noise for more than five minutes continuously or off and on for 30 minutes or more.
Critics said they're worried they could be forced to pay the $50 fine every time someone complains.
Police said that's not what they're going for.
The city council will take a final vote on the rule change in two weeks.
