The Orlando Police Department said it has begun reviewing videotape from one religious group who said its members were unfairly maced over the weekend.
Members of JUMP Ministries said they were preaching to people downtown early Sunday morning, when an officer started spraying mace.
Two of the members ended up being incapacitated.
A representative of the group met with Orlando police Monday.
The group planned to file a complaint, claiming the use of the spray was a racist act by officers.
Police said they will review what happened, but that race had nothing to do with it.
"It's not about color. It's about crime. It's about us doing lawful duties," police spokeswoman Sgt. Barbara Jones said. "Certainly it will be a determination whether the use of spray under the circumstances in the case was appropriate."
A police report said officers were trying to arrest a man, when people started encircling them.
