About 1 million foam baby seats sold by Target, Wal-Mart, and other large retailers, are being recalled.

The  Consumer Product Safety Commission said it has received 28 reports of children falling out of the seats, including three who suffered skull fractures.

The round Bumbo Baby Sitter seats are 15 inches in diameter, and wrap around a child.

Consumers should contact Bumbo for instructions on how to properly use the seats and should never use them on an elevated surface.
