FLAGLER COUNTY -- Flagler Beach Police arrested two men after they hopped over a fence to access the Flagler Beach Pier.

The pier is shut down because of Fay. However, Flagler Beach Police said Ronald Karnowski, 24, and Andrew Silva, 20, jumped over the barrier and went into the water anyway.

Two other unidentified men jumped off the pier and into the ocean to avoid being arrested, but later called police to tell them they were OK.

Charges are still pending against the unidentified men.
